Johnny, I heard Rush when he said it and I thought it was an odd pairing, shoe shine OR Secret Service? BTW, I took it as a very broad tongue in cheek, in the spirit rejoinder to Hillary's very funny comment that Rush always had a crush on her.
I came across this from one of the comments at "Think Propoganda":
http://billingsgazette.net/articles/2008/04/06/news/state/22-election_g.txt?CFID=86046&CFTOKEN=9b1dfaed4678cab3-64C58FE3-FF4D-0B08-C42BA5C28EE58343
It could be b/c I am from the deep South but I don't see any stereotypical Hispanic insult in "shoe shine boy".

Grammie,
If you use TinyURL you can make long, unwieldy URLs into nice, short ones like this:
http://tinyurl.com/552bh8
To learn how to make this REALLY simple read here:
http://tinyurl.com/#toolbar
Just read until you see this:
The longer the link the more likely it will "break" and then no one can read what you posted.
The "shoe shine" thing is emblematic. What Limbaugh meant was that he didn't recognize the mayor and he didnt seem important. He seemed like nothing more than a part of Clinton's posse in a way celebrities have hanger-oners, flunkies, or sycophants.
Of course you could make the same point about someone white all day long and it wouldn't get you into trouble. It just goes to show how stupid this all gets.
Bob, believe it or not I read your note about tinyURL right after that comment so I tried it.
I then wrote a comment saying that it was a snap and converted it to the URL, clicked on submit and went about my business, thinking it would eventually appear. I guess I should have checked back to make sure.
You're right. It is a snap and just looks so much better.
I tried it and it converted your url into this, Grammie:
http://tinyurl.com/552bh8
That's terrific!
